Peter Heyn Nielsen and Radoslaw Zubek (2026) ‘Procedural Change in the Danish Parliament, 1850-2025’. Scandinavian Political Studies, Forthcoming.
There is much recent interest in the politics of procedural change in European legislatures. In this article, we advance existing research by examining the evolution of legislative procedures in the Danish parliament. Our contribution is threefold. First, we introduce a novel, complete and machine-readable dataset of all rules of procedure of the Folketing between 1850 and 2025, creating a free resource for scholars of parliamentary politics. Second, we use the new data to explore patterns of procedural change in the Folketing, revealing a sharp increase in parliamentary regulation alongside elements of continuity. Third, we provide two illustrative applications of our data: revisiting the measurement of agenda- setting powers in the Folketing and examining the impact of constitutional revisions on the dynamics of procedural change. Taken together, our data and analysis deepen understanding of legislative developments in Denmark and beyond.
